And, since no one’s come up with any actual facts or evidence to refute it, any court has no choice but to accept the CoLB as proof of his being an NBC.

As to why both your original long form and recent short form BC have the “Certificate of Live Birth” title, I can think of three possibilities:
1. You’re lying.
2. You can’t read.
3. The mass of BS on the issue has persuaded the Hawaiian DoH to change title of the short form.

Given your statement about “United States Code, Title 44, Chapter 22: ‘Presidential Records’”, I’m inclined to think it’s #2. According to Title 44, Chapter 22, § 2201(2)(B)(ii) “[The term “Presidential records...does not include any documentary materials that are...] personal records;”
§ 2201(3) contains a definition of “personal records” which makes it clear that his BC does not fall under the authority of Chapter 22.

However, the fact that no one has published on the web anything called a “Certificate of Live Birth” that was issued by the DoH since 2001, despite the many dedicated and completely wacko birthers out there frantically searching for one is an indication that #1 might be right.

Given the discrepancy and the lack of information of the short form document provided by the Obama campaign, combined with the lack of coopertation by the current occupants of the White House to comply with United States Code, Title 44, Chapter 22: “Presidential Records”, ensures that, unless the long form Birth
Certificate is produced, the controversy will not go away.
